GIMP is a great program (as previously mentioned above) Definitely recommended.
CS2 is actually availble free to use with an adobe account, or at least was. If not adobe spark is quite useful for quickly making thumbails.

You can use darktable, GIMP (I'm using 2.10.14 because I have missing tools in 2.10.18), Krita, Inkscape, Pixlr, etc. If you search one of them up and click "people also searched" then you get a whole list of them... and if you want to edit images with nodes in Blender (yes there is an option for editing images)
@Carterboo4242 Pixlr really helped me when I was out and about and didn't have Photoshop. It's actually great at cutting things out.
I have been learning primarily on cropping objects in PAINT. I still don't know how to crop out objects exactly. I need help on that.
